Summary/Abstract: The article tries to present a clarification of the set phrase “acord de voinţă al statelor” (“free will of states”) in the debate with regard to the redefinition of the international public law. International cooperation is presented as a sine-qua-non condition in order to ensure world peace and security, as enshrined in the Charter of the United Nations. We drafted an interpretation of the motifs that led the authors of the UN Charter to the codification of the principles of international law, without defining them.
