Summary/Abstract: The subject of this paper relates to the organization of public administration in Bosnia and Herzegovina, with special emphasis on the public service system. In this paper, first of all, the concept of public (state) administration is considered from a functional and organizational point of view. Different criteria are being analyzed, which define the definition of public administration in the narrow sense of the state administration and broader sense as a complex system that encompasses state and non-state administration. This paper, then, shows the position and role of administration in the legal and political system of Bosnia and Herzegovina through the relationship between government bodies and other state bodies. Special attention is paid to the organization of state administration in Bosnia and Herzegovina and the basic forms of its organization. An analysis of the basic aspects of non-governmental public administration is explained by the Institute of Public Administration Authorization and it points to its importance in more effective realization of the rights and obligations of citizens and legal entities. In this connection, the concept of public services is also analyzed and the basic features of the public service system in Bosnia and Herzegovina are discussed.
