Summary/Abstract: The foreign literature collections form a principal part of the structure of fonds and collections at the National Library “St. St. Cyril and Methodius”. Its development starts with the founding of the library in 1878. The first materials were acquired through donations made by individuals, universities and charities. Cultural and social change in Bulgaria had its impact on the development of foreign language collections. Ratification of Paris Conventions concerning the international exchange of publications (UNESCO) by the Council of Ministers in 1963, the use of normative documents and standards issued by IFLA, determined the objective criteria adopted in collection enhancement and development. As at end of 2016 foreign language collection comprised 808 808 volumes. To maintain and enrich a representative collection of foreign literature is not simply a matter of prestige and authority but, also, an opportunity to unfold the true potential of the National Library “St. St. Cyril and Methodius” in the formation of a literate, informed and active civil society.
