Summary/Abstract: Even before its creation, democracy referred to „the power of the people”. In other words, in a democratic society, citizens rule the state through their representatives, not the other way around. Without the participation of the people, the state will be weaker. The historical period selected in my work is intended to demonstrate that the citizen is the true owner of the power. If the reprezentatives are selected from among active citizens, the decisions will be made in the interest of the people. The people`s democratic state must be focused on the citizen. Nevertheless, John. F. Kennedy, the president of one of the oldest democracies in the world, pinpointed to this relationship and made a moving statement in 1963: „My fellow Americans, ask not what your country can do for you, ask what you can do for your country”.
