Summary/Abstract: The concept of good governance affects the modification of activities of public administration entities. It is promoted by international institutions, including the European Union, especially with regard to cohesion policy, which should be shaped on the basis of the principles of openness, participation, accountability, effectiveness and coherence. Therefore, the existing mechanisms of cooperation are intensifying and innovative legal forms of public administration are being created. They fulfill the demands of openness and dialogue of public administration with social partners, increase the effectiveness of actions taken by administrative bodies, through obligatory mechanisms of consultation, but also the inclusion of social partners in the implementation of tasks. It raises social trust and legitimizes the actions of power.
