Summary/Abstract: The author presents the stage of acknowledging the security concept, the definitions (quantitative and qualitative) given to this concept according to risks, threats, and vulnerabilities. At the same time, our endeavor is also aimed at searching the sources of theoretical knowledge in order to understand the possibilities of making optimal use of security capacities and capabilities. Furthermore, we decided to build our article following a synthetic structure, a natural logical sequence and a gradual approach, starting from general aspects and going through specific and practical aspects regarding institutional norms, rules, and regulations as well as security culture. As a result, the paper is structured in a few chapters according to the necessity of presenting the theories and ideas approached. Yet, it could not attempt to exhaust the topic because of the huge number of elements involved in a profound acknowledgment of the topic.
