Summary/Abstract: Perceiving public administration of Poland in its role as “public service” authority during the EU membership period must be interlinked with rethinking this issue in the light of new responsibilities – as the EU territorial administration. Making EU law effective is one of the most fundamental of such responsibilities and concerns equally the process of application of the law by administrative organs of the Member State, in accordance with the set of rules of application of EU law (e.g. doctrine of supremacy of the EU law). Polish public administration in its activity still, despite the period of over the decade of the EU membership, takes a wary approach to this issue. In the meanwhile, the reality of the “multicentric legal system” and progressing process of the Europeanisation of national law results in stronger need to present the proactive approach without which Polish public administration cannot properly function in its role as “public service” authority.
