Summary/Abstract: The article argues the necessity of a social nature of the policy to counteract crime. This characteristic is defined as a reliable basis for long-term social planning through counteracting societal conditions conducive to the manifestation of the criminal phenomenon. The role of the public and the development of local self-government in the process of shaping and implementing the social content of an effective policy to counteract crime in times of crisis is underlined.
