Summary/Abstract: In the 21st century, the legal framework for information access and the need upon this have gained higher importance on behalf of the development about transparent state administration. The aim of this study is to reveal the critical importance of the need on the freedom of information across the Middle Eastern countries, most of which are the developing countries. In this respect the validity of related concept on this topic will be discussed in terms of their adaptability. Hence, the apprehensiveness on information access and freedom of expression for public administration is discussed in a general evaluation framework. Following this, the profiles of 14 countries in Middle Eastern geography, which are still deprived without a legal framework for the information access, will be analyzed in order to gain a comparative outlook for corruption perception levels.
