Summary/Abstract: In different periods of the Ottoman State, various reforms, treatises or reports have been prepared in order to reveal problems and the ways of solution. Given the changing circumstances, unlike the treatises which deal with more military deterioration in the early periods, some of the 19th century treatises include and offer suggestions on economic thought. One of these manuscript is the Risâle-i Tedbîr-i ‘Umrân-i Mulkî. This work, located in the National Library of Vienna and probably a single copy has the quality to shed light on the economic thought of the period. This manuscript, which we consider that was written in 1833 and which can be described as the first copyrighted work in the existing sources in terms of the history of economic thought in the Ottoman State, contains mainly political economy information and also includes views of Ibn-i Haldun. Ibn-i Haldun’s economic and financial views are also important with his many disciplinary views. In this respect, it is worth noting that Ibn Khaldun’s ideas were included in the first economics manuscript which was copyrighted in the Ottoman State. For this reason, the main purpose of this paper will be to find out the views and criticisms of the author of the Risâle-i Tedbîr-i ‘Umrân-i Mulkî.
