Summary/Abstract: The law is always placed between the different types of interests that are tried to be promoted in the society, interests like the following: individual interests, group interests, local interests, national interests, regional interests, global interests, political party interests, political interests, professional interests, economical interests, cultural interests. Each owner of these interests wants to satisfy them in a bigger proportion, even with the harm of other’s personal interests. Or does not the law itself, but through those attributes surveillance state actors legality.
