РЕФОРМА НА УПРАВАТА
PUBLIC ADMINISTRATION REFORM

Summary/Abstract: The author of this paper underlines that the public administration rather rarely undergoes the process of reforms. The success of the administration reform at large depends on two major conditions: good reorganization of the existing management structure and increase of their present efficiency. Such conditions can be achieved by implementing the reform simultaneously on the three levels: organizational, financial and human resources levels. Reviewing the issue of the necessity for the reform, among other, is motivated by the fact that in our country there is a real need for reform in the public sector. This article also gives a broad range of experiences from the training of public servants in several Eastern European countries. Such approach should contribute towards formulation of the strategies for training and education of the public servants. For example, the first step to be undertaken in the Republic of Macedonia in this direction is the preparation of the national strategy for modernizing the education and training for the employees in the public sector.
