Summary/Abstract: Literacy skills of students are improved by tasks on enriched verbal and written expression. The lessons should be performed in accordance with language levels and needs of the students. There is a range of approaches aiming to improve language skills. Balanced Literacy Approach (BLA) combines certain features of the approaches based on skills and comprehension. It is an approach whose efficacy on development of literacy skills in people with normal hearing and hearing-impaired people has been determined by research studies. The aim of this study was to investigate how writing a poem takes place and the characteristics of students’ work using BLA and Creative Writing activity. This study is an action research. It was conducted with hearing-impaired university students from Anadolu University, School for Handicapped. At the end of the study, it was observed that BLA and Creative Writing allowed the students to become ready for writing poetry and increased their motivation. Providing the students with an actual purpose during tasks on written expression was thought to be effective.
