General Elections 2013 in Paraguay: A Return to the Old Order?

Summary/Abstract: The article presents information about 2013 general elections in Paraguay. The author, who took part at the European Union Electoral Observation Mission to these elections, firstly introduces the situation in the country and briefly summarizes the context of the polls, than he describes the pre-electoral strategies of principal political parties and presidential candidates and finally presents the electoral results. He concludes that the political comeback of the Colorado Party after five years in opposition with even stronger position does not necessarily mean a return to the old order. The new president, Horacio Cartes, does not belong to traditional partisan cadres and his disconnection from powerful party cliques can create ground for conflicts between him and the party or, on systemic level, between the president and the legislative power where the Colorado Party keeps majority.
