Summary/Abstract: In article the fundamental question of construction of modern state system of strategic planning and management is considered. The factors influencing strategic management of the modern state are described. The main universal characteristics of policy of the modern state are defined. Peculiar features of a state policy which allocate it from the whole massif of other types the politician are generalized. Specifics of mechanisms of state regulation of long-term strategy of development of the Russian society are revealed.
