Summary/Abstract: This paper addresses the key legal issues that burden Western Balkan countries on their way to European integrations. European acquis (acquis communautaire) is divided into thirty-five chapters and represents the totality of legal norms and decisions that commit at first place all Member States of the European Union (EU), but also the countries linked to accession negotiations for full membership. The main point of the paper provides a complete overview and explanations for many issues that are part of the negotiating chapters twenty-three and twenty-four. Chapter twenty-three refers to judiciary, fight against corruption and fundamental rights, while chapter twenty-four is tied to police reforms and deals very sensitive issues of justice, freedom and security. During the negotiation process the mentioned chapters are among the first to be opened, but for the purpose of monitoring the proper implementation of the necessary reforms, the last to be closed. The paper analyzes what kind of benefits the citizens of the candidate countries for membership in the European Union (EU) might have of reforms and explains the reasons why many countries need the foreign expert support for their proper implementation.
