Summary/Abstract: Under the theory of communication and media development one of its most important sections became part of cultural and artistic media, including those deployed on regional television studios, as they form something specific ontological laws and axiological principles of relevant television programs. Naturally, as the development of this innovative science – information technology and communications in general and its specific mass-media section requires for its successful implementation of data and principles to attract a number of other related sciences, including major is sociology, political science, social psychology, theory information, communication theory, ethnic psychology, psycholinguistics, etc.
