Summary/Abstract: In this article the author briefly presents some aspects related to the influence of the political, economic and social context on the human resources destined for the defence of the country. Some elements are shown regarding a realistic, quantitative and qualitative assessment of citizens capable of military service in peacetime, in crisis situations and in war, in the context of an emphasized demographic decline and a massive emigration process.
