After the cold war, this bipolar order has left its place multipolar structure. In this order the strength of the idealism, cultural relations, diplomacy and interaction began to increase while military, hard and realistic approaches in the relations of countries with each other reduced. This situation also laid the foundation for the emergence of two important concepts such as public diplomacy and soft power in the discipline of international relations. These two concepts, which have been discussed intensely in Turkish public diplomacy in recent years, constitute the theme of working. In this framework it will be discussed through the example of the Balkans that how effectively Turkey uses public diplomacy and the power of soft power.
