Summary/Abstract: Withdrawing its troops from Moldova’s territory and its support from Tiraspol’s authorities must be a small price to pay for an institutionalized Russian role in Europe’s security affairs from Russia’s standpoint. Although Russia controls Transnistria militarily and politically, Medvedev declared that any solution depends on the positions of European Union, Romania, Moldova, and Transnistria. Mihai Ghimpu, dissolved on September 28, the parliament by decree effective on September 29, and scheduled parliamentary elections for November 28. A new parliament will again attempt to elect a head of state in December. The country may need to consider instituting a presidential republic, if a representative leader with a competent team can be identified because Moldova has descended from the political crisis of spring 2009 to the constitutional crisis of August 2009 and than again to a legitimacy crisis of the authorities in June 2010 and these kind of “events” do not lead to stability and prosperity.
