Summary/Abstract: All over the world, the most important and indispensable element of the country's economy is small and medium-sized enterprises (SMEs). The rapid change and development of today's conditions make it compulsory for SMEs to keep up with this development and change. Therefore, it is very important to know the problems of SMEs find and develop solutions. In this study, the problems of SMEs operating in Turkey, Azerbaijan and Kyrgyzstan are identified and study compiled from a review of theoretical and practical work towards the creation of solutions to identified problems. According to research results: bribery has become the most important problem in the two other countries except Turkey. The other main problems of SMEs is found to be problems in financing and qualifications, management and marketing. The following proposed solutions have been drawn up from the outcome: reducing taxes, provide cheap electricity, providing natural gas and adequate water would greatly enhance the development of SMEs. It is also necessary to reduce bureaucratic procedures and to take tougher measures against the bribery.
