Summary/Abstract: Today, the developments and changes that take place in every area influence the economic, social and political structures of the countries. Particularly the developing countries are influenced more by these changes and developments. The fact that the relationships between countries develop on a basis of especially economic wealth has resulted in the fact that the administrators pay attention to this area. Within this framework, while the countries are looking for new partnerships one one hand, on the other hand they try to continue the activities in a best way within the current economic structure. Nowadays SME’s do not mean of those which can not extend operations due to failure, continue to be small, lunch of economy and thus always need help. In contrast, they’re flexible resulting dynamysm, they can easily adapt themselves the changing conditions, their structure are non-bureaucratic thus they are more creative and they can easily recognize demand gaps and fulfill them. SME’s which depend on low capital investment and intense labor works, are indispensable compenents of national economies since important roles for the economy as SME’s fulfill important roles for the economy as creating employment, ceasing migration from rural areas to urban areas and thus representing the majority.
