Summary/Abstract: The paper explores how the capabilities-based approach is reflected by the fiscal construct of the US FY 2015 Defense Budget. Briefly tackles with the defense transformation concept, then, in the first part, describes the capabilities-based planning methodology, as the logical embodiment of transformational paradygm. First chapter attempts to define the concept of capability, from the identifying process, to the palpable, fielded operational instrument. Second part of the paper provides a personal image of the Fiscal Year 2015 Defense Budget, from the capabilities-based approach perspective and the relationship with two strategic planning documents.
