Summary/Abstract: The European Union has implemented a ‘comprehensive approach’ in Somalia, a country now considered as the paradigm of a failed state, that tries to assess the situation from different angles and perspectives. Two fundamental parts of that approach are the fields of security and development. This essay sheds light on how these grounds interact in the frame of the ‘comprehensive approach’ by analysing to what extent the European Union development aid contributes to enhance security in the country. In order to do so, this work studies the nature of the European Union ‘comprehensive approach’ and the specific programmes that are implemented in the Horn of Africa region and Western Indian Ocean.
