Summary/Abstract: The article treats some issues related to the implementation of the Forests Act. It analyses specific gaps and contradictions in the special legal framework, in the context of the general legal regime and the provisions of the Constitution of the Republic of Bulgaria. It takes the view that specific legislation should be clear, transparent and logical, given the importance of the subject of legal regulation – forests and forest areas. This is particularly necessary in view of the ongoing negotiations for a Legally Binding Agreement on Forests in Europe (LBA-f).
