Summary/Abstract: The article analyses the main features of public policy concept – the linear interaction between stakeholders and the rational policy-making process, in order to stand upon the thesis that its introduction in the practice can attain perverted results if it is perceived normatively and is implemented beyond the social environment. The analysis is stressed on the business participation in policy implementation and on the risks that its economic weakness and individualistic values can cause. The thesis that these risks are at the base of unsuccessful public policies in Bulgaria and that they can be offset if the public authorities obtain the competences for rational policy tools choice is sustained.
