Summary/Abstract: The proposed text starts by laying out the thesis that representative democracy has been expanding and evolving in the last few decades toward a more participatory kind. The author examines briefly the methodological and practical aspects of this expansion in the public policy domain and more specifically in the field of cultural policy. The overview of Bulgaria’s experience in cultural policies-making during the last twenty years offers a base for a number of affirmations, and namely: the normative framework and the public discourse of the state institutions in Bulgaria are enabling enough to make possible a genuine citizen participation in public policy-making; citizens participation does not mean participation of all in everything but a right and possibilities for all citizens to participate; the different forms of participation – of individuals, of communities/ movements and of organizations – are equally important and should be treated as equals in the process of policy formation, to balance the majority rule of the representative democracy.
