PLACE AND ROLE OF PUBLIC SERVICE PROVIDERS IN THE OVERALL PROCESS OF PROVIDING SERVICES ADMINISTARTIVE

Summary/Abstract: Since 1999 Bulgarian legislation refers to organizations providing public services as part of the institutions providing administrative services. Since then, the role of organizations, providing public services, for quality administrative service is completely underestimated. Only in 2014 in the Strategy for Development of Public Administration 2014 - 2020 for the first time in an official document, outlined the problems associated with the provision of administrative services by providers of public services and the their participation in the allocation procedures services of administrations. The strategy envisages implementation of activities aimed at improving legislation and the creation of best practices for the application of the rules of organization of the administrative services of the organizations providing public services, ensuring their active involvement in efforts to reduce administrative and regulatory burdens. The purpose of this article is to examine issues related to the participation of public service providers in the provision of administrative services alone or together with administrative structures and to formulate proposals for their active involvement in the procedures for the provision of services.
