Summary/Abstract: Services of general interest (SGI) and in particular energy services are directly related to the daily needs of citizens and therefore represent a major problem for public management, which is exposed to immense pressure from both the consumers and by private interests in the sector. In the European context the pressure on public governance at the state level is increasing and the need for inclusion in the common market of services and the introduction of the European model for their regulation. From this perspective, this article aims to present the regulatory model of governance energy services in Bulgaria in the context of European regulatory model. The article is focused on clarifying the nature of the regulatory state in the EU and of its effect in terms of regulation of the electricity market in Bulgaria. There have been some recommendations for improvement the regulatory model in Bulgaria.
