Summary/Abstract: The article examines the contribution and the interaction between two key institutions of the European Union in the agenda-setting process. The institutional framework of the EU is constructed in a manner that drives the institutions, even though they are independent, to work together in order to make and implement policies. That is why the EU political process is dependent not only on the powers of all institutions but to a great extent as well on the relationship between them. The aim of this paper is, on one hand, to present the specifics of the institutional framework, defining the way priorities are set in the EU, and, on the other hand, to get the reader acquainted with the impact on this process by the European Council and the European Commission. Analyzing the mechanisms by which the agenda of the EU is set will contribute to a better understanding of the development and the prospects for European integration as a whole.
