CONTEXTUAL PARAMETERS OF ADMINISTRATIVE REFORMS

Summary/Abstract: The report elaborates on the idea that the lacking systematic analysis of relevant contextual parameters of administrative reforms emerges as one of the main reasons for difficulties in assessing the overall effects of identical models in different countries and cultures. Several contextual variations are considered, with emphasis on causes, starting conditions and factors of reforms. Then an explanatory framework for diverging effects of applying identical normative model of administrative reforms is developed.
