Summary/Abstract: The study deals with the most substantial issues about the existence and operation of the European Union. Even the definition of the “new sovereign” is not just the question of political science, but also that of future political practice. The Community will deal with the eastern enlargement or with the democratic deficit of decision-making according to its identity. The study also points out problems of readiness for enlargement (also from the part of the Community), debates on different views of how to democratise the EU, and the decades-long dichotomy of the nation-state's role in Europe vs. the political expansion of the Community. The main reason behind the uncertainty about possible answers is that the EU has got no deliberate, conscious future view based on consensus. The last part of the paper analyses the new European social space, and the role of its official and civil-society actors in shaping the future of Europe.
