Fiscal instability in Poland and government’s activity in order to stabilize public finance and keep economic growth

Summary/Abstract: The amount and structure of general government deficit and public debt have significant impact on economy, particularly in case of countries – members of the European Union. The amount of budgetary deficit has an influence on public debt because it is financed by public borrowings. The high and constant budgetary deficit constraints the implementation of fiscal policy as the instrument of stabilizing economy. The general government deficit is mostly caused by structural factors, which can be divided into two groups – economic and system factors. In order to eliminate and reduce structural deficit, some serious government’s activities leading to: reduction of social expenditures (especially on social security’s), more effective health care and public administration action, increase of innovations, better conditions of economic activity, faster processes of privatization and better management of the treasury properties, should be taken. The aforementioned activities mostly are included in so called Anticrisis Plan worked out by the government in order to stabilize public finance and financial system as well to keep conditions for economic growth in Poland.
