Summary/Abstract: In this piece security phenomenon, which has an important place in IR discipline, was subjected to evaluation. This evaluation was essentially carried out in terms of definition, transformation, the structure of the international system and reflection in the US policy after 9/11. In this paper, the changing agenda of security was taken into account and also security and the structure of international politics were interlinked. In this effort of interlinking, the discourse of Bush and Obama was investigated. In this piece, it is asserted that Bush and Obama's administrations are both located on the opposite sides of the international political system which was established on a dilemma; at least discursively. In addition, in this paper, it is set forward that both Bush and Obama’s administrations have initiated ‘securitization’ which was labeled by Kopenhagen School. However, neither Bush nor Obama’s administrations securitized the same subjects or utilized the same method. As a result, this work is not defending that in all aspects of security will be investigated here. Yet, this work has focused on how and which subjects are transformed into security problematic, particularly, in terms of Bush and Obama’s administrations and transformative agenda of security.
