Summary/Abstract: Author deals in his paper with analysis of the procedural principles, that are typical for proceedings, in which public authorities decide on penalties for administrative offenses. In the center of her attention is the issue of the right for a fair trial under the Art. 6 of the Convention for the Protection of Human Rights and Fundamental Freedoms. She analyzes the procedural principles that have to be respected by public authorities, when they are about to punish individuals for their offenses against the environment.
