Special and Differential Treatment for Developing Countries in The Process Of Agricultural Trade Liberalization in The WTO

Summary/Abstract: Special and differential treatment for developing countries remains an important attribute of multilateral trade relations. The aim of the article is to examine the S&D treatment as one of the key issues in the negotiations on further liberalization of agricultural trade in the WTO. It presents both the evolution of legislation in this area, currently used solutions, as well as new proposals formulated in the Doha Round of WTO. The research carried out on the basis of literature studies, analysis of legal texts and some statistical data from WITS-Comtrade database, indicates that the S&D issues are present in the negotiations in all major areas of agriculture: market access, domestic support and export competition. The big problem is the differentiation of the developing countries, which makes it necessary to verify which countries and under what conditions are entitled to S&D treatment. The research results allow a better understanding of the needs and interests of developing countries in the WTO agricultural negotiations. It also reveals controversies related to the ways of strengthening and improving the principles of S&D treatment in order to contribute to the economic development of these countries
