Summary/Abstract: The author starts by presenting notorious and influential theories which state that alliances are generated by enemies and/or threats. According to such a vision, NATO should have been disbanded after the collapse of USSR. The basic fact that NATO is still operational seems to prove that its goals and methods significantly changed, and that the Alliance is now in an advanced stage of a process of evolution (transformation), which will make it operate more and more as a collective security organization (resembling UN or the League of Nations – and less and less as a strictly traditional political and military alliance.
