Summary/Abstract: Evenimentele nefaste din septembrie 2001 au deschis drumul către un flagel terorist fără precedent în istoria lumii. În prezent, criza refugiaților, pe care organizațiile internaționale trebuie să o gestioneze, reprezintă o amplă provocare instituțională și politică, care periclitează ireductibil securitatea europeană. Ascensiunea fenomenului terorist în Europa este un fenomen care nu poate fi neglijat și care stârnește valuri de nemulțumiri în rândurile populației civile. Gestionarea unui crize umanitare s-a transformat într-o adevărată deviză a luptei împotriva terorismului internațional, iar Europa pare să devină ținta predilectă a unor astfel de practici ilicite. The adverse events of September 2001 opened the way to a terrorist scourge unprecedented in world history. Currently, the refugee crisis, which international organizations must manage, is a broad institutional and political challenge that threatens irreducibly the European security. The rise of terrorism in Europe is phenomenon that can not be neglected and that inspires waves of discontent amongst the covilian population. The managing of a humanitarian crisis was transformed into a true slogan of struggle against international terrorism, and Europe seems to be the favorite target of such unlawful practices.
