Summary/Abstract: The aim of the article is to analyze the innovation policy of the USA and Ukraine in the bright transformation of higher education. The realization of the above intention will serve both to present the assumptions of strategies and tools supporting innovation within the framework of European integration as well as to trace the evolution of activities undertaken in this field. Equally important is the assessment of the effectiveness of the innovation policy of the USA and Ukraine, based on the Global Index of Innovation, as well as the priorities for innovative development of the States.
