Summary/Abstract: An important role in the development of European policies is migration. Given the current context of the refugee crisis, a flexible policy must be formulated in Europe and it must in line with the European integration issues and the provision of humanitarian aid. Individuals who are refugees must be under the protection of Europe and have access to legal asylum procedures. In order to reduce illegal immigration, the European Union must manage this phenomenon that has grown. There is an outflow of illegal migration, especially at the border of Europe. With the signing of the Amsterdam Treaty in 1997, emphasis has been placed on migration and asylum policy, becoming an EU priority, so there are initiatives in the field of justice, freedom and security, including visa policies, conditions for the issue of residence permits for immigrants and asylum. Also, there has been organized the 1999 Tampere European Council, which includes an action programme ratified by the Vienna Council (1998), which speaks of immigration, proposing a common European asylum system, access for citizens from other countries which are not part of the EU, to fight illegal mmigration. There is also a highlight on “Hague Programme” from November 2004, which includes several issues, among which the area of freedom, security, justice, undamental rights, citizenship, asylum and mmigration, border management and integration. This program deals with migration, which proposes a balanced approach to migration control, by developing a common policy addressing legal migration at Union level, but also by stepping up the fight against illegal migration, trafficking in human beings, especially women and children.
