Values of the present indicative in institutional discourse (illustrated in the National Education Act)

Summary/Abstract: The matter of the discourse is taken more and more into consideration by the specialists in this field. From Benveniste to J.M. Adam, the linguists identify concepts, give definitions, make classifications, every point of view helping the reader to understand better how the language functions, the relation between the language and the society. We live in a society and orga-nized relations establish between the members and the society. It is in such a context that specialists are involved with institutional discourse. We shall focus on the temporal values of the present of the indicative, the most used tense in French, values illustrated in The law on National Education. The verbal tense called present expresses not only a moment, it can have numerous values, it can represent a longer duration, which can cover from some moments to a whole age, which leads J.-C. Bondol (on 2007: 1) to rightly state «every tense leads to the present».
