Summary/Abstract: In a world of nonlinearities, Noam Chomsky shows us how vulnerable, after all, the great strategic decisions are. Just because they target large parts of the world and they are sustained in large periods of time. The end of bipolarity was a triumph of the Western’s great strategy, but also the fall of the world order established in Potsdam, in 1945. But it was not followed by tools able to manage the new situation, it failed to bring order in a more and more chaotic but covered by globalisation world. The Western great strategy begins to feel the burden of interests’ diversity of its actors. China opposes a philosophy checked out in thousands of years, Russia moves the competition in the hydrocarbons plan, but the international institutions, excepting UN, are the same ones which managed bipolarity.
