The European Union and Russia: mirror-like asymmetry in hybrid conflict

Summary/Abstract: This article attempts to conceptualize the EU’s security modalities with respect to the new challenges, and more precisely its response to the threat presented by the increasing challenge presented by disinformation, and Moscow’s endeavors to exploit both freedom of speech in open Western societies and the West’s current democratic backsliding for its own geopolitical aims. It further argues that the current response, often based on mimicking the hybrid aspect of Kremlin attacks, does not represent a robust answer to the challenge. The only potent way to restore resilience against internal and external actors threatening the core principles of liberal democracy is to address the inner democratic gaps that these actors exploit for malign purposes.
