Summary/Abstract: The paper provides a brief description of the administrative-territorial reform in Poland and the Czech Republic, as well as the analysis of issues related to the reform of local self-government in Ukraine, the example of the Rivne region. The comparative analysis of the socio-economic development indicators Rivne region with the neighboring regions allowed us to determine the main directions of development of local selfgovernment. One of the major challenges for sustainable development of territories is a shortage of water resources, so the primary task of local government should be a question of preservation and restoration of surface and groundwater.
