Public Debt Management in a Transitive Economy

Summary/Abstract: W artykule podano ogólne i szczegółowe przyczyny powstawania długu Republiki Białorusi jako tranzytywnej gospodarki typu poradzieckiego. Przeanalizowano stan i dynamikę długu publicznego, poziom zadłużenia białoruskiej gospodarki oraz jej zdolność do obsługi i spłaty długu, a także sposoby zarządzania zewnętrznym długiem publicznym.(abstrakt oryginalny) The article defines the general and specific reasons of the formation of sovereign debt of the Republic of Belarus as a transitive economy of the post-Soviet type; conducted analysis of the state and dynamics of sovereign debt; the degree of indebtedness and debt sustainability of the Belarusian economy and its ability to service and repay the national debt; analyzed management practices to the external public debt.(original abstract)
