Summary/Abstract: This article of Hermann Fabini is a reply to an article of Alina Mungiu Pippidi in “22” – “Joaca de-a regiunea” - concerning the initiative of a number of Transylvanians to reform the administrative structure of Romania – known under the name “The Memorandum”). The article was initially sent to the periodical “22” which didn’t publish it. The author says that Ms. Pippidi treated lightly and ironically the issue raised by the Memorandum.
