State – local government – entrepreneur relations against the postulates of the new institutional economics

Summary/Abstract: The article is an attempt of using the achievements of the new institutional economy for the analysis of relations occurring between local government units (LGU) and their environment (state administration, other LGUs and private entities). The aforementioned relations were described in the context of three categories, i.e. institutions, public contracts concluded by LGUs and transaction costs. The theoretical purpose of the study is to make the institutional approach, in the context of analyses relating to the specifics of the public sector units, more familiar. The application purpose is to try to answer the question of how the postulates of the new institutional economics can be used to improve the relations between LGUs and other units, mainly in the aspect of institutional development of self-government administration, reduction of transaction costs and, as a result, provision of higher adaptive efficiency of Polish LGUs to the dynamically changing environment conditions.
