Summary/Abstract: Despite the name Afghan Local Police is not a police institution but militarized, voluntary formation intended to defend local communities against the rebels. “The guardians” serving in respective districts derive from these communities, so it is a form of self-defense. Although the formation is not grouped in brigades and regiments, in many respects resembles the territorial defense forces. ALP is struggling with many problems that hinder its functioning and reduce public support. Among them, first of all, poor training, problems with equipping and logistic support, limited loyalty to the government, corruption, abuse of power and breaking the law. To counter these pathologies ALP requires fundamental reforms and effective supervision.
