Summary/Abstract: The purpose of this article is to identify management control tools introduced to public finance sector entities, together with the Public Finance Act of 27 August 2009, which support human resources management. The fundamental question is whether the regulation governing management control oblige public entities to control personnel and whether the quality of human resources is being tested. The first part of the article approximates the assumptions of management control, resulting from the Act. The second part discusses the specific nature of human resources management in local government units. The article is an attempt at identifying aspects of management control that can help shape the quality of human resources in local government units. This article is a theoretical introduction to the research that the author intends to carry out in the near future, and which studies are to give a picture of the practice of human resource management in self-government institutions.
