Summary/Abstract: Public debt has always been a subject of discussion relating to the sustaining of a greater discipline of public finances in such a way that the problem of insolvency would not occur. In the last few years this issue became even more significant. The financial crisis caused a rapid increase of the public debt in most of the EU states. There is a chance that the problem is not only the lack of discipline of public finances in given states but also the models of the institutions managing the public debt. The aim of the paper is to present the forming of the public debt in the first decade of the present century and to characterise the models of public debt management institutions which function in Poland and the European Union member states.
